this totally depends on architecture of application. can use saas components rapid prototyping, parts or of application architecture. give better insight selecting appropriate stack of tools application.
if want deploy own software stack, provision azure virtual machines. azure provides sdk interact cloud infrastructure.
docker option use application deployment these days. google provides better support docker containers using kubernetes framework.
simple apis or website can developed on azure using azure webapps. developing node application using azure websites. actual container site runs windows nt machine iis. if want saas server container's linux based might @ aws/google or redhat openshift.
